Studied Economics at undergraduate and graduate levels at University of São Paulo – USP and Campinas – UNICAMP in Brazil, starting a Public Transport and Infrastructure Planning career in 2001 after almost 10 years working with Financial Analysis at industrial and financial institutions. Enhanced the expertise in Transportation through a MsC in Transport Engineering at Polytechnic Institute of USP. Founder of ADDAX Assessoria Economica e Financeira, headquarterded in Sao Paulo, Brazil, a Consulting Firm for Public and Private Sectors on Transport Planning, PPP Modelling and Feasibility Studies. ADDAX is a Member of UITP and its Transport Economics Committee, having received the 2017 UITP AWARD on Smart Financing and Business Models for the “PPP Baixada Santista – BUS and LRT”, jointly with EMTU/SP, for whom ADDAX, led by its partner Flávio Chevis, developed an innovative PPP model.

    Modelling PT PPP's in Latin America: beyond a mere contract, the sculpture of a business model

    Modelling PPP's is an art. A PPP is not only the contract or a Financial Model. It is an Sculpture of a business model to provide public transport services for the population. It requires the generation of several business models to be tested, in terms of public suitability, private bankability, risk allocation, guarantees, fiscal impacts, cost-benefit and Value For Money analysis to select the best one. The presentation will go through Latin American PPP's cases already developed or in deployment, pointing out failures and successes across the region, where heavy investments are needed to expand PT infrastructure. The main modelling conditions behind those PPP's will be discussed based on that recent reported experience.
